Substance Abuse Professionals (SAPs) are licensed or certified professionals that have knowledge not only of the diagnosis and treatment of alcohol and controlled substances related disorders, but also of DOT drug and alcohol testing and return-to-duty processes as required by §40.281.
The US Department of Transportation (DOT) requires companies employing individuals who hold commercial driver licenses (CDLs) to perform random, pre-employment, post-accident, reasonable suspicion, and return-to-duty drug and alcohol tests. Under 49 Code of Federal Regulations (CFR) Part 40, any individual who tests positive for drugs or alcohol must be referred to a qualified SAP who will provide a comprehensive, face-to-face assessment and clinical evaluation and recommend a course of treatment. I meet or exceed all DOT criteria for SAP evaluations. I schedule most DOT SAP evaluations (Return to Duty Process) on the same day of your call. (979) 248-4211 DOT SAP EVALUATIONS (Return to Duty Process) include Face-to-face clinical assessment. Referral for treatment and/or education (level determined by SAP) SAP monitoring of employee in treatment. Face-to-face follow-up clinical evaluation to evaluate employee compliance. Follow-up testing schedule. Aftercare recommendations (as necessary). Written reports sent to the employer’s designated representative apprising them of referrals, monitoring, and recommendations.
The Federal Motor Carrier Safety Administration (FMCSA) Drug & Alcohol Clearinghouse went into effect on January 6, 2020. The Department of Transportation (DOT) Clearinghouse is an online database that requires drivers with a verified drug and alcohol violation to Designate a Substance Abuse Professional (SAP). If you have a violation in your Clearinghouse record and want to start the Return to Duty process, the first step is to visit: https://clearinghouse.fmcsa.dot.gov
The purpose of a DOT evaluation is to determine the extent of the employee’s substance misuse problem through the assessment process. The DOT regulations give an employee who works in a DOT covered safety-sensitive position and fails a drug and / or alcohol test the opportunity to return to that safety-sensitive position once compliance to a SAP’s recommendations has been documented.
